데일리매거진 - 안보리, 북한 미사일 만장일치 규탄성명…추가제재 언급없어

[데일리매거진=김용환 기자] 유엔 안전보장이사회(안보리)는 15일 북한의 탄도미사일 발사를 강력히 규탄하는 한편 즉각적인 도발 중단을 촉구했다.

안보리는 이날 뉴욕 유엔본부에서 비공개 긴급회의를 열어 북한의 미사일 발사를 규탄하는 언론성명을 만장일치로 채택했다. 중국, 러시아도 규탄 성명에 동참했다.

안보리는 성명에서 북한의 탄도미사일 발사를 "매우 도발적"이라고 규정하고 도발 행위의 즉각적인 중단을 요구했다.

성명은 북한이 구체적인 행동을 통해 비핵화에 대한 진지한 약속을 즉각 보여주는 것이 중요하다고 밝혔다.

또 한반도에서의 긴장완화 및 평화·안정 유지, 외교적·평화적·정치적 해법을 통한 해결의 중요성을 강조했다.

그러나 이날 성명에는 북한에 대한 추가제재 언급은 없었다.

다만 안보리는 기존 제재결의를 완전하고 즉각적인 이행을 유엔 회원국들에 주문했다.

미국이 북한이 발사한 미사일에 대해 대륙간탄도미사일(ICBM)이 아닌 중장거리탄도미사일(IRBM)급이라고 밝힌 데다 안보리가 북한의 6차 핵실험에 대응한 대북 제재결의 2375호를 채택한 지 사흘밖에 지나지 않은 점 등이 고려된 것으로 보인다.

이날 안보리 긴급회의는 한미일 공동요청으로 이뤄졌지만 니키 헤일리 유엔주재는 백악관 방문 일정으로 불참하고 차석대사가 참석한 것으로 전해졌다.

벳쇼 고로(別所浩郞) 일본 대사는 안보리 회의 참석에 앞서 "대북 제재는 포괄적으로 충분히, 즉각적으로 이행돼야 한다"면서 추가제재보다는 '제재 이행'에 방점을 둔 듯한 언급을 했다.

러시아 측은 이날 "안보리 대북 제재를 이행할 것"이라면서도 "제재에는 정치적 조치도 언급돼 있다"면서 북핵 문제의 정치적, 외교적 해결을 강조했다.

앞서 한국 합동참모본부는 북한이 15일 오전 6시 57분께 평양시 순안 일대에서 일본 상공을 지나 북태평양 해상으로 탄도미사일을 발사했다고 밝혔다.

일본 정부는 북한 미사일이 홋카이도 상공을 통과해 홋카이도 에리모미사키(襟裳岬) 동쪽 2천㎞ 태평양에 낙하한 것으로 파악됐다고 발표했다.

북한의 탄도미사일 발사는 안보리가 북한의 제6차 핵실험에 대응해 새 대북제재 결의 2375호를 채택한 지 사흘 만에 이뤄졌다.
